Captain Wirz, the commandant of Andersonville Prison, tells Colonel Gibbs that there are no mules fit for transport but grants him authority to impress any mules needed.

In reply to your communication by Lt. Whitner (verbal) I have the honor to reply that there is no transportation at this post that can be sent to Albany. The best mules have been turned over to Capt. Dyke and the others are not in a fit condition to make the move. I send you authority to impress such transportation as you may require which I trust will answer your views.
