Lists states and corresponding quotas and required troops for 1779. Lists numbers of men furnished, separated by Continental troops and militia. Includes total number of Continental troops and militia. Second chart contains an estimate of militia employed in addition to those cited in the first chart. Remarks that he is in good health. States that many in the county of Essex Massachusetts thought that the militia were no longer needed at West Point but they were mistaken. His Excellency (George Washington) took a great many troops to the south so the garrison is quite empty. Comments that they were alarmed by an incident taking place in New York on November 8 and got the garrison in order to receive the enemy but they never came. Sends regards to Holten's family, friends, and Benjamin Wadsworth, pastor of the church in Danvers, Massachusetts, where Holten and Putnam were from.

There were multiple Jonathan Humphrys from Simsbury, Connecticut who served during the American Revolution. The Jonathan Humphry who died in 1778 is the author of the letter and the subject of the commission. He was a lawyer. The Jonathan Humphry who died in 1812 was the recipient of the letter. He would later become colonel of the regiment himself.

Signed by Shaw for Henry Ward and Theodore Foster. Marked as a copy (copied in the hand of Samuel Shaw, Henry Knox's aide-de-camp). Contains the copied signatures of Henry Ward, Rhode Island Secretary of State, and Theodore Foster, Providence Town Clerk. Ward confirms that Flagg is to replace Mr. Perkins, because Perkins was ordered to George Washington's headquarters. Contains resolves of the State of Rhode Island "and Providence Plantation" issued 26 June 1781 instructing Perkins to leave certain stores for use by the militia. Foster had signed as witness to the resolves.

States that Graves is owed one pound sixteen ounces for "entertainement given to let Jonas Parker and his men in bringing prisoners" over his land. Signed by Parker as "Captain of the Gaurd." Verso dated 22 December 1775, but the document must have been written earlier since Parker died in April 1775. Verso also states that document was examined and signed by Abraham Mason, Thomas Durfee, Jon Webster, and Joseph Locke. Verso also bears a second signature from Parker. A later note signed "Everett" tells the story of Parker's death at the battle of Lexington.

Appoints Elliot as an Adjutant in the militia with the rank of captain under the command of General Benjamin Lincoln. This militia was being raised to put down Shay's rebellion. At the time it was actually an illegitimate militia put together by the upper classes in Massachusetts to put down the rebellion, but it later became legitimate. Also signed by James Austin as "Secretary." Massachusetts state seal is attached by a ribbon.
