Writes to the Governor of Arkansas asking for his aid in providing defense of Mississippi. States that the defense of the Mississippi River is of primary importance and because of this, the defense of Vicksburgh and Port Hudson are also necessary. Bemoans the diminishing number of troops in Arkansas. States he has appealed to the Arkansas delegation in Congress to try and get more troops and copies a passage from the letter he sent.
