Clay announces his retirement and introduces his successor, John J. Crittenden. Briefly, Clay compares the senate to other legislative bodies. States that in November, 1840, he began planning to retire but remained because of President Harrison's death. He appeals to history to judge his work, and God to witness his disinterested motives. Alludes to his attackers and supporters and answers the charge that he has acted like a dictator. List of prisoners on front, with place of imprisonment, endorsed on verso by Lincoln. At the bottom of the list is a note of congressman Brutus J. Clay, requesting the discharge of the above. Lincoln orders the discharge of nine soldiers upon taking oath, and a discharge for William Yocum "not as a prisoner of war, but for an offence for which he has perhaps suffered enough...." Yokum, an employee in charge of contrabands (escaped slaves) at Cairo, Ill., had been sentenced to five years hard labor for "aiding in the kidnapping of employees of the U.S." (quoting Basler 7: 167 note).…

But if a number of trifling Characters get together we shall only be deluded instead of being benefited." Noted in the docket as a copy.

Says Hazen's ill health has also caused embarrassment to Hazen's pecuniary affairs. Congress had promised Hazen indemnification for the loss of Hazen's British half pay. Knox asks Maunsell to apply to Mr. Brett for an official certificate from the British pay office. Noted as a copy on the docket.
