Title continues: "Published by order of the General Committee of the City Banks." The convention had been called to respond to the Panic of 1837, and the report argues for the return to specie payments. The General Committee was led by President of the National Bank of New York Albert Gallatin. Printed in New York City by A. De Camp & Co. With original printed wrappers, stab-stitched as issued.

Hamilton also mentions the payment details arranged with the Collectors of the District of Philadelphia, the city where the Bank was based.

At the time of this letter Hamilton was Secretary of the Treasury. Because of the limitations of Seton's funds, this action was only moderately successful.
