On verso is printed, "It is understood that the bearer accepts this Pass on his word of honor that he is and will be ever loyal to the United States; and if found in arms against the Union, or in any way aiding her enemies, the penalty will be Death." Cosigned by John McKinly. Four shilling note. Issued according to an act of the General Assembly of the counties of New Castle, Kent, and Sussex. Back reads: "To Counterfeit is Death." Printed on thick paper containing blue thread and mica in an attempt to prevent counterfeiting. With border cuts engraved by James Adams (Wilmington), the first Delaware printer, who also printed the note. Adams worked for Benjamin Franklin in Philadelphia before moving to Delaware.

Published by David B. Moseley. Compares the people of ancient Israel to Americans. Argues that politics should be guided by religion. States that "men cannot govern themselves without the wholesome restraint of Christianity." Asserts that law has been slacking in the country and comments that " if laws can be executed in no other way, they must be enforced by the sword." He makes these remarks in reference to the punishment that he feels was deservedly given to Booth and the other Lincoln conspirators.

Orders Pay Masters to make returns for Hunting Shirts for detachments under marching orders. Specifies changes in commanders. Orders a general court martial convened tomorrow for as many prisoners as can be brought before it. Wayne was the general in command of the United States Army in Greeneville, Ohio.
