Knox relates to Sargent, Parker, and Phillips the assaults and death of his surveyors by "unlawful and armed combinations of individuals" who had only murder as their intention on July 18, 1800. Knox asks that they bear in mind the "law of the Commonwealth passed the 20th day of February 1787, entitled "an act for the more speedy and effectual suppression of Tumults and insurrections in the Commonwealth." Knox wants these perpetrators punished.

Hull, commandant of West Point, thanks Knox for resolving the disagreement between Hull and artillery officer Sebastian Bauman. Reports on the case of two soldiers arrested for breaking into the home and store of David Sands, a Quaker. Complains about the lack of clothing among troops, noting "... instead of that uniformity of Dress, so essential to the good appearance of Troops, we have not in many instances even a shirt to cover the soldiers' nakedness..." Relates news of other matters related to West Point and the surrounding area.

Hull, commandant of West Point, reports he has ordered a general inoculation for smallpox among his soldiers due to a recent outbreak of the disease. Also relates that a "stragling woman" broke into and set fire to the block house, a post between West Point and New Windsor. Mortified, relates that the house was "entirely consumed." Granted Amasa Jackson, a soldier, a leave of absence although he requested a discharge. "On public service," is handwritten on address leaf.

Major Gibbs serves as president. Contains the detailed proceedings of the trial of a group of soldiers from Constitution Island who broke into the home and store of David Sands, a Quaker. According to GLC02437.02948, they "abused his Wife, and plundered his Store," stealing goods and money. The Court rules that two of the soldiers must suffer death (Samuel E. Andrews and Samuel Sanders), three other participants are to receive "one hundred lashes on their naked backs at four different times," and the other participant should receive "one hundred lashes on his naked back."

Deputy postmaster of Middletown, Maryland, Richmond was convicted of embezzling the U.S. Mail in November 1834 and was sentenced to ten years in prison. Richmond, young and of previous good character, was pardoned after recommendation by one of the judges at his trial, Elias Glenn, and Baltimore prison warden, Joseph Owens.

Pardoned after serving twelve months in prison because of his poverty (inability to pay the fine) and excellent conduct.
