Warns Knox that the insurgents are becoming more confident and something must be done to stop them. Ulmer believes that the new settlers will start arming themselves to fight the insurgents if the government does not intervene.

Notes on a letter Knox sent to Ulmer. The note mentions that Knox gave Ulmer a "list of settlers who subscribed in 1788 for lots and paid." Knox wants Robert Houston to finish his surveying and notes that Benjamin Lincoln and Henry Jackson are his "worthy friends." Knox also wants to make sure that his surveyors are not interrupted as they were "on 18 July last."

Knox tell Governor Strong that the Attorney General has sent Strong "certain affadavits, exhibiting the outlines of an attempt made by unknown persons within the Waldo Patent, and County of Hancock to assassinate certain surveyors, who were in lawful pursuit of their business." Knox insists he always tried to peacefully resolve any conflicts between himself and settlers. Violence is not necessary. Knox goes on to explain his case and say that "the people generally within the Waldo Patent have an honor and keen [sense] of resentment against the recent act."

Knox sends to Governor Strong three affidavits of the surveyors "who were fired upon by assassins on the 13th ultimo." Knox speaks of the "most audacious and blood thirsty villains that ever disgraced the surface of New England." Knox thinks the perpetrators reside in Plymouth county. He wishes that the law come down as hard as possible on them. But strong government agents must be the ones investigating this, because lesser ones would not be as effectual.

Expresses his unhappiness over not yet receiving the warrants he needs to pay the balance for rations at Springfield, Massachusetts. These warrants were likely related to raising troops to quell Shays' Rebellion. Wadsworth writes, "the troops may perhaps disband for want of food." Mentions more instances of insurgency in the state, including an incident in which Sergeant Hill and eleven recruits were beaten by some men that "spoke favorably of Shays." They were sent to prison but all escaped except Sergeant Hill and two recruits. "Free" handwritten on address leaf with no signature.
