In a reference to the Declaration of Independence, the messenger claimed the letter was of a civil matter, not a military one. He expects the message to be brought again, which it was. An aerogramme consists of a blank sheet of paper with folding instructions and adhesive flaps that becomes its own envelope, and carries prepaid postage at the international airmail letter rate.
