Agrees to provide Francis with shipbuilding supplies, "for the interest of the public." Discusses the logistics of this plan, including when the different supplies will arrive to Francis, and also how Knox may provide vessels to transport the supplies to Francis. Provides the prices he would charge for the different articles.

Relates a recent adventure in which he was apparently traveling over a frozen waterway to meet a military board that included Gates. On the way, the ice under his party broke, but through a fortunate turn of events they remained safe. Knox and General [Jedediah] Huntington hope that Gates and the board will excuse their absence. Asks that they may make their decision without having to physically attend the board. In a post script, asks Gates to present his [Knox's] compliments to General [Israel] Putnam.

Tells Gunn that Washington has seen all the information on the situation in Georgia, but that troops cannot be sent to the South because of the situation in Europe.
