Mentions that while reading Hall's International Law, he found a reference to "Instructions issued during the war to the Army in reference to the treatment of guerilla, or partisan troops." Asks Wright to acquire the instructions and send them to him (Mosby). Also requests that Wright send any proof sheets that contain information about Mosby's command during the Civil War. Notes that his daughters live in Alexandria, Virginia, and that he hopes Wright will visit them.…
