Confederate general Samuel Jones has written "For the 8th Rgt. Ga. Volunteers" on the verso of a copy of a congratulatory address from Generals Joseph E. Johnston and Pierre Gustave Toutant Beauregard to Confederate soldiers following the Battle of First Bull Run, actually requesting this to be read to the troops. The address has been secretarially signed by Johnston and Beauregard, and by Thomas G. Rhett as assistant adjutant general. Augustus did not send Asa, an enslaved person, to Miller, as he did not want Miller to be "better off in attendants than the other soldiers." Rather, he sold him to Dr. Colb, along with Asa's wife and Martha. Augustus gives Miller a word of advice: "The humble shall be exalted-don't think of yourself more highly than you ought to think." He gives Miller information about other soldiers from Rome, and promises that he will do everything in his power to improve Miller's own situation. Forwards a note from the warden of the prison, Nathaniel Merion, denying Morgan's request for newspapers. General Morgan writes to Major Reed, assistant adjutant general in General Joseph Wheeler's Corps. Reports that he placed Colonels Duke, Cluke, and Chenault under arrest for neglect of duty for failing to forward a certificate called for in General Orders No. 4 from Corps Headquarters (possibly referring to Colonels Basil Wilson Duke, Roy S. Cluke, and David Wilson Chenault). Also dropped two soldiers' names from the rolls. Morgan claims the soldiers were often absent, and were captured behind Union lines without leave.

Morgan writes to Burford, assistant adjutant general. Relates his failure to comply with General Orders No. 4. Writes, "I would beg leave to say that, with half a Regiment at one point & half at another, with a command scattered over a line of County nearly a hundred & fifty miles in extent, picketing, doing courier duty, scouting, and guarding commissary trains, it is, in my opinion, an impossibility for them to comply fully with the provisions of that order." Confederate Major General Hill writes to Governor Zebulon B. Vance of North Carolina, addressing the issue of deserters. Informs Vance that Colonel Wheeler, commissioned to arrest deserters, will travel to Wilkes County, North Carolina. Orders militia officers there to act "in concert with Wheeler." In reference to deserters, states "we seem to have the whole world against us" and implicates "Yankees, Irish, Germans, Danes, Swedes, Poles, Italians, Tories & Negroes" for desertion. Docketed by Vance on verso.

Anderson, Colonel of South Carolina Infantry, writes to Manigault, Chief of Ordnance of South Carolina. States "I have been informed that the guns required for the [bastionets?] at Fort Moultrie are under your charge and not at the Arsenal as was supposed. Will you be so good as to deliver them with the carriages for which I applied this morning to Col. Ripley." The docket, possibly a reply, states "4-24pd Howitzers captured in Fort Moultrie order given on Citadel for 3, the other are being on board Stm 'Lady Davis'- For Fort Moultrie July 19/61."
