Signers notify Caldwell that William Duncan, gunner of the Washington (a ship) broke from his office to do duty as a private by sentence of a court martial. Some unknown authority then restored Duncan to his former station in violation of the court. Caldwell was Commander in Chief of the armed boats of Philadelphia.
