One untitled report dated August 29, 1961. Refers to the Kennedy administration which had made strides to desegregation but that still was complicit in discriminatory practices. According to the document, this report was compiled after Roy Wilkins and Arnold Aronson spoke with Kennedy about civil rights issues and Kennedy welcomed an outline for a more effective civil rights program. Contains recommendations for practices for a new program and estimated costs of taxes and grants for research programs and projects.
