One pamphlet entitled, "Veto Message On H.R. 9870 An Act To Provide For The Immediate Payment Of World War Adjusted-Service Certificates," dated January 24, 1936. President Franklin Delano Roosevelt's speech is concerned with his veto of an act to provide payment of World War Adjusted-Service Certificates. He states he is vetoing the bill since it is almost exactly the same as an act put forth on May 22, 1935. He directs congress to review his objections to that act as the arguments are the same.
