Robinson is writing to Senator Bruce to discuss the reinstitution of using mail steamers, instead of Rail Roads to get the mail from Memphis much sooner. He asks the Senator for any possible help in changing the way the mail is transported. There is also an envelope addressed to Senator Bruce with the letter.
