Presented by Harvie, Robert L. Montague, and Samuel Croudson Williams, delegates at Virginia's secession convention. The Committee on Federal Relations dissents from the reports of the majority and recommends the adoption of the following resolution: "That the Committee on Federal Relations be instructed to report an ordinance resuming the powers delegated by Virginia to the Federal Government, and to make provision for submitting the same to the qualified voters of the Commonwealth for their adoption or rejection." The ordinance of secession was adopted at Richmond, Virginia.
