Includes two proclamations issued by President Andrew Johnson. The first proclamation addresses trading restrictions officially removed within Southern states, and the second discusses some of Johnson's reconstruction policies. Includes international news, featuring a Russian report praising the fall of Richmond, Virginia, to Union forces. Contains an advertisement for a miraculous cure for cancer (page seven). The last page contains a full report on the last campaign of the Army of the Potomac, submitted by General George Gordon Meade.
