Ing, a Baltimore attorney, offers a plan to bring the Maryland militia into the service of the Union. Indicates that 5,000 volunteers and 10,000-15,000 "Home Guards" could be ready in 30-60 days. Also states that he suggested the same plan to Governor Thomas Hicks after the Battle of Bull Run. Asks for a personal interview and seeks to further serve the government.
