A report excerpted from the True Delta, entitled "New Orleans as it Is," gives an account of the conditions and state of poverty in that city. Includes a printing of the "Address to the People of the Confederate States" by President Jefferson Davis on April 10, 1863, which discusses the trajectory of the war and issues a resolution urging farmers to cultivate food crops rather than cotton and tobacco, in order to support the new nation and the soldiers.
