Cobb suggests that the proposed legal code sent to him by the recipient is too complicated, and should be simplified, while emphasizing remedies rather than general principles. Does not want the code, apparently for the state of Georgia, to become "too bulky." Also states: "I notice your suggestion about a Penal Code for Blacks & will act accordingly." Written to "Dear Judge."
