Written by Rear Admiral Dahlgren as commander of the South Atlantic Blockading Squadron to Acting Master West as commander of the USS "Fernandina." References West's communication of 2 January. Says "Endeavor to relieve the colored people who were pillaged, and prevent a repetition of the act."
