Marked as "Private." General Birney discusses the publication of an enclosed certificate (not included) with Creswell, a United States Representative from Maryland. Discussing African American soldiers, states "In July, I was authorized by telegram to say these men should be credited on the draft; and I expect the administration to be as good as its word."
