Davis encloses an "unsealed letter to the ex-Bashaw" (GLC02794.122), and instructs the U.S. Naval Agent at Malta to pay the ex-Bashaw a monthly pension of $200/month "[i]n case Sidi Ahment shall accept the terms proposed to him in my letter . . . ."
