Captain Lieutenant Fenno reports the results of his investigation, ordered by Knox, into stolen items at two garrisons. Relates that stores at Verplanck, New York, were deficient. Asserts that it is impossible to indicate who took the powder, which was stolen long before it was missed. Adds that boards and a lock and key are needed for the magazine [at Verplanck]. "Public service" written on address leaf with no signature.
