Highly recommends a Mr. Alexander Thomas, who is applying for a position in Knox's department. Notes that Thomas was committed once to the prison limits for not settling a town tax he had to collect, but this incidence was the result of "an ill timed lenity," not of any dishonesty on Thomas's part.
