Governor Clinton writes to Haldimand, Governor of the Province of Quebec 19 March 1784. Transmits "the Copy of a Proclamation of the United States in Congress assembled, announcing the Ratification of the Definitive Treaty of Peace between these States and His Britanic Majesty..." Asks Haldimand to withdraw the British garrisons under his command from the United States. Includes Haldimand's reply on verso, written 10 May 1784. Haldimand informs Clinton he cannot comply with Clinton's request, because he has not yet received official orders from England. Promises to "exert my utmost endeavours & promote harmony and mutual convenience between the Subjects of both Nations..."
