Appeals to Hull, commanding at West Point, to settle a matter concerning the paymaster's refusal to grant him subsistence pay corresponding to his rank as Major. Informs Hull that he hopes to bring the matter before Congress, and in the meantime wishes Hull to speak to Henry Knox on his behalf.
