Discusses a mutiny that occurred in Philadelphia in which he has been accused of participating. Asks Knox to help clear his name. Simonds [or Symonds] is probably referring the the Philadelphia Mutiny of June 1783, an anti-government protest by nearly 400 soldiers of the Continental Army.
