Co-signed by Hugh W. Sheffey, Speaker of the House of Delegates. Asserts the General Assembly of Virginia's decision to continue supporting Davis in the war. States that if necessary, all the resources of the Commonwealth will be used to achieve independence. Docketing on the reverse states the General Assembly of Virginia recommends the appointment of Robert E. Lee as commander in chief of the army of the Confederate States. James F. Johnson signed as the President Pro (Tem?) of the Senate.
