Rice, Frederick Augustus Pike, Anson Peaslee Morrill, and Ohio Representatives; William P. Cutler, and Albert Gallatin Riddle. Recommends William Archer for promotion to lieutenancy in the regular army. Praises his history in the service. Describes his loyalty to the Union even when tempted with bribes from the other traitorous soldiers and rebel forces. With endorsements and notes on verso. One stating "Totally disqualified for the position."
