Writes to the editor of the New York Times and Chairman of the National Executive Committee of the Union [Republican] Party. Urges Raymond to collaborate with the New York Young Men's Republican Union, which had sponsored and published Lincoln's address at the Cooper Institute, 27 February 1860. States that the New York Union is an "efficient, and most worthy coworker in the Union cause, and the cooperation with which will probably be useful." Separate address leaf with note stating this letter was written in the presence of Dexter A. Hawkins, Frank W. Ballard, and Mark Hoyt, and states when it was delivered.
Frank Ballard was the Secretary of the Young Men's Republican Union. It is likely that they asked Lincoln to intervene in relations with Raymond.

The copyright law of the United States (title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material. Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specific conditions is that the photocopy or reproduction is not to be “used for any purpose other than private study, scholarship, or research.” If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excess of “fair use,” that user may be liable for copyright infringement. This institution reserves the right to refuse to accept a copying order if, in its judgment, fulfillment of the order would involve violation of copyright law.
