Permits Benjamin Hummer, a farmer from Virginia, to bring his produce to Washington to sell. Also permits him to bring his family, and return with necessary goods. Written on stationery of the War Department. The envelope is an official Secretary of War envelope, also signed by Stanton. Noted at top as "Good for 80 days."
