General Parke, employed at the Office of the Chief of Engineers, discusses the character and loyalty of Charles Wagoner Howell. Informs McPherson that though he does not personally know Howell, "by reference to Cullum's Biographical Register of Graduates of Military Academy, Vol: II. Page 590- it will be seen that he was graduated & promoted in the Army, to First-Lieut: Corp of Eng'r. June 11. 1863 ... " Relates that he "met Howell during the last year of the war while engaged in the Richmond & Petersburg Campaigns."
