Fremont, Commander of the Department of the West, informs Captain Merrill, "It is my intention to intrust you with the enlistment of a cavalry regiment in the States of Ohio, Illinois and Kentucky. Until however the consent of the War department can be obtained from Washington to this you are directed to act in St Louis as Inspector of horses brought by the different contractors for the use of the Fremont Hussars under organization in this city."
