Smith, the Chief of the Navy's Bureau of Equipment and Recruiting, writes to confirm the enlistment of Julius Manheim, apparently one of Marchand's men. Encloses papers [not present] pertaining to Manheim. Forwarded on to Farragut, with his signature beneath the central text. Written on "Navy Department, Bureau of Equipment and Recruiting" stationery.
