Written by Rush as acting Secretary of State to Gales as a co-editor of the Washington National Intelligencer newspaper. Mentions an enclosed paper (not included) that contains an anecdote of President James Monroe. Says he knows it is correct, but has never seen it written like this before. Says Gales might want to include it in his newspaper. The incident Rush is referring to is unknown.
