Lincoln is having Captain Asher R. Eddy relieved of duty as a Quarter Master in Springfield, Illinois because "a 'snarl' has somehow gotten up between him & [the State Government], which must be broken up." He asks Quartermaster General Meigs to replace Eddy and reassign him to an equally important post.
