Describes the past progress of slavery and considers circumstances that will control the slavery movement in the future. Argues that the growing slave population in the U.S. was an intended result of the territorial expansion of slavery dictated by the interests of those that own and breed slaves. Curbing its expansion will be beneficial to the Southern states.
