Clark, alias W. Perry Martin of Texas, was pardoned by Roosevelt six years after he completed his sentence for stealing a horse, in order to restore his civil rights since he had "conducted himself in an exemplary manner." Partially handwritten. Countersigned by Acting Attorney General Henry M. Hoyt. With transmittal document and envelope.
