At the Institute’s core is the Gilder Lehrman Collection, one of the great archives in American history. More than 85,000 items cover five hundred years of American history, from Columbus’s 1493 letter describing the New World through the end of the twentieth century.

"Proclamation of the Governor of Delaware," includes the original "Special Message" given to the General Assembly by William Cannon on March 3, 1863, and the Proclamation which followed it, in which Cannon expresses his disagreement with the provisions of "An Act to prevent illegal arrests in this State."
