Marked as "Private." General Birney discusses the publication of an enclosed certificate (not included) with Creswell, a United States Representative from Maryland. Discussing African American soldiers, states "In July, I was authorized by telegram to say these men should be credited on the draft; and I expect the administration to be as good as its word." Wishes Creswell success in his career as a Representative.

Partial Transcript:
Your letter of the 5th inst. to Judge Bond has just reached me, by copy. I have hastened to comply with its request. The publication of the inclosed [sic] certificate would give valuable information to the public; and I see no objection to its being published if you see fit.
I do not understand the reluctance of the Pro. Mar. General to credit for the Colored Troops. War Dep. Gen. Or. No. 329 says they shall be credited to the counties. This is but justice as well as policy.
In July, I was authorised by telegram to say these men should be credited on the draft; and I expect the Administration to be as good as its word ...
