Countersigned by Secretary of State Lewis Cass. Lowenstein was convicted in December 1859 in Washington, D.C. He was a resident of New York City imprisoned in Washington for being unable to pay the fine imposed upon him by the courts. Donn, Buchanan pardoned Lowenstein.
