Countersigned by Secretary of State Blaine. Signed two days before James A. Garfield was shot by Charles Guiteau, a disappointed officer-seeker who wanted to be appointed a U.S. consul. Accompanied by paper seal.

Bates writes, from "in front [of] Santiago," "I have swung my line forward so that it is now along the bluff next to the city. Am holding the 9th Mass. to cover any turning movement the enemy might make around my left flank. It was my intention, as soon as the truce was over, to feel out on the left to see if more advantageous positions could be secured. I should therefore be sorry to lose the 9th now. While I feel that I can make good use of them, the regiment will be returned to you at once if you say so."

Secretary of State Blaine writes to Chief Clerk of the State Department Brown telling him to "send to White House treaty with paper prepared yesterday in connection therewith." Blaine's memorandum is written in ink. The date on the piece is in pencil and is not in Blaine's hand. On the verso is a note in pencil (which appears to be in the same hand as the writer of the date) that reads: "M. L. 1158 a.m."

Informs Sacasa, President of Nicaragua, that Romualdo Pacheco will no longer serve as United States Envoy Extraordinary and Minister Plenipotentiary to Nicaragua due to an action of Congress "separating the States of Central America into two missions." Hopes for continued friendship between the governments of the United States and Nicaragua.

Day was President of the U.S. Peace Commission in Paris and Secretary of State.

Title: Battle of New Orleans

Published by Kurz & Allison at 76 & 78 Wabash Avenue in Chicago. Depicts General Andrew Jackson, on a white horse, leading his troops in the defense of New Orleans on 8 January 1815, the last major battle of the War of 1812. The American troops are a ragtag group of soldiers, some in uniform, others in frontier garb, and still others in civilian clothes. They crouch behind bales of cotton as neat rows of British troops, under Major General Edward Pakenham, charge to their death.
