Legal review of the Robert R. Livingston - Robert Fulton steamboat monopoly case. Burr examines the case from two reference points, "1st - With reference to the Laws and Constitution of New York. 2d - As to the Constitution and Laws of the United States." Argues against the monopoly granted to Fulton and Livingston in a point by point analysis. With autograph summation signed by Burr on the last page stating that he made all attempts to make his remarks intelligible.

Written in a flowerly, religious tone by William Thornton, the architect who designed the U.S. Capitol building who was running the U.S. Patent Office in 1805. Given to William Eaton, former American commander of naval vessels sent to the Barbary states in 1804 and 1805. Presented to Eaton after his adventures with Prince Sidi Hamet, the Sultan of Tripoli who was disposed by his younger brother Yusuf Karamanli in 1804. Mentions that he owes several people money, including the shoemaker, Mr. Smith, and Mr. Tobor, and asks his nephew to act as his representative in the matter. Also sends a receipt in this letter "for what [he] paid Dr. West for the postage of the Chronicle." Mentions that at the time he was writing this letter there was a storm that damaged several houses, killed cattle, blew logs down. The damage was so great that not even "one hundred thousand, dollars would ... make good." As a result, his father as well as Aaron Hobart's father will have a lot to do this winter.

States that Senator William Branch Giles, a member of the committee on military affairs, read the included resolutions, expressing the patriotism of Louisiana citizens in the Battle of New Orleans. Praises New Orleans citizens for offering accommodation to their own and enemy soldiers. States that President James Madison will be requested to inform William Charles C. Claiborne, Governor of Louisiana, of the meritorious conduct of New Orleans citizens.

An eloquent response to a bill in the Pennsylvania senate to stop the emigration of people of color into the state. Forten wrote anonymously, signing his letters "A Man of Colour." Five letters respond to the Pennsylvania bill, arguing that Pennsylvania has been a refuge for emancipated Black people have unalienable rights set forth in the Declaration of Independence, which are protected by the Constitution. States that although he does not remember the exact position of John and Charles Henderson's four acres of land, he knows they cannot build a mill without affecting his property. Indicates that he will do whatever possible to oppose the building of a dam, "should they propose to avail themselves of the canal of the old mill I will give orders for the immediate removal of every stone in the dam... otherwise I do not wish to disturb the dam, till my own mill needs the water...."
