Both men state they have captained steamboats for Fulton for almost three years and claim they have towed many boats during this time. Adams reports that he has asked Harris to assure the Russian Minister of the Interior that Fulton was not guilty of neglect, but most likely never received Adams's letters on the subject due to "the extreme difficulty of the communications" in the war-torn winter of 1813-1814. Was pleased with President Madison's offer of the job saying "it was addressed on such fair & liberal principles, proposing a cooperation of our labours & efforts to promote the publick welfare." His only concern about taking the job was leaving the office of Governor of Virginia after three months, but his friends supported his move to Washington. On writing he says: "never mind yr style -- ony write yr first impressions quickly & clear & honestly. Style will come in due time, as will the maturation of judgement." Tells him to love virtue. Says he just arrived in New Rochelle. Received Taylor's letter with the news of the death of Colonel Joseph Kirkbride. Claims he has lost "my best friend." Paine befriended Kirkbride, a well-known patriot and fellow Quaker, when he lived in Bordentown, New Jersey 1777-1778, 1785-1786, and 1803. When he saw a letter from Bordentown not in Kirkbride's handwriting he suspected he had died. Mentions death and burial of his uncle, Colonel Frederic Antes, an upcoming meeting with the "Maryland Commissioners," and his vigorous prosecution of work on the Susquehanna River Survey (which is not mentioned by name). In August 1801, Governor of Pennsylvania McKean appointed Latrobe to survey the Susquehanna River, from Columbia to Tidewater, to determine what possible improvements could be made. In 1803, President Jefferson appointed Latrobe as surveyor of the public buildings in Washington, D.C.

Title: Additional Instruction to the public and private armed vessels of the United States

Printed letter signed by Secretary of State James Monroe. Orders that public and private armed vessels are not to stop American merchant ships coming from British ports with British goods because of the "alledged" repeal of the British Orders in Council. Asks that merchant ships be assisted and says that cargoes can be dealt with on arrival. The Orders in Council were repealed on 16 June 1812, two days before Congress declared war. The news arrived too late to influence events.
