Petition of Neilson to become a citizen of the United States approved by Walton. The endorsement certifies that Neilson is a native of Ireland and has lived in the United States since 1795. Includes signed affidavits by William Scott and James Murren vouching that Neilson has lived in the United States for at least five years and is of good moral character. Neilson signed on p. 2 that he will renounce allegiance to any foreign country, particularly Great Britain, and swear his allegiance to the United States.

Eppes planned to sell his estate which Jefferson wanted to buy. Jefferson also mentions that indebtedness from his Washington residence has been nearly paid. Eppes rejected the proposal. At the end of the letter, Jefferson talks about the plans of Peter Carr (his nephew) for "enlarging the plan of his school" -- this is the Albemarle Academy which became the University of Virginia.

Check written by Putnam, a Revolutionary War general and founder of a colony in Ohio. He began the colony in Adelphia, Ohio, which later became Marietta, Ohio. He moved to the Ohio country in 1788 as the Superintendent of the Ohio Company. This 139 dollar check was written by Putnam as President of the Bank of Marietta. It says to pay "Messrs. Skinner & Buckingham or order one hundred thirty nine dollars, value received of them, and place the same to account of." Adams dwells ironically at great length upon those "talents" which brought about Washington's "elevation above his Fellows." The ten talents include a "handsome Face" and "tall Stature", coming from Virginia ("Virginian Geese are all Swans"), the "Gift of Silence," self-control, and his ability to hide his temper. The seamen are identified as Nathaniel Heard and David, a Black man enslaved by a merchant named Lowndes. Lowndes had written for special attention to be paid to the situation.

Lieutenant Colonel Beall reports on the British advance into Marlboro, Maryland, and the strength of the British force. Also requests money. Adds in a postscript: "It is of great importance that Col. Hood should march immediately. The Flotilla is in ashes & the men with General Winder." Letter written in the field two days before the Battle of Bladensburg, where Beall commanded. The American defeat at Bladensburg allowed British forces to enter Washington, D.C.
