These men were Quakers who had refused to bear arms and been arrested, and consequently petitioned for a presidential pardon.

George Clinton in his letter, cynically assesses the recent unproductive negotiations with a British envoy, citing that the United States was not redressed for wrongs committed and the British gained time to shore up their defenses. He critically examines the Embargo Act of 1807 but asserts that he is not opposed to it. He anticipates further aggression, which later erupted in the War of 1812. Clinton was then vice president and Bailey was a senator from New York.

Title: Privateer's commission for the sloop Union during the War of 1812

Signed by Madison as president and countersigned by James Monroe as secretary of state. Partly printed document commissioning the privateer, under the command of Captain Oliver Hicks and Lieutenant William Rust, to "seize and take any armed or unarmed British vessel, public or private, which shall be found in the jurisdictional limits of the United States or elsewhere on the high seas." Notes that the sloop weighed nine tons, was mounted with one gun, and was manned by a crew of seven. Document accompanied by a paper seal.

Countersigned by Secretary of State Robert Smith. Pardoned by Madison because their crimes arose from a sense of duty, not disobediance. The recipients of the pardon were Michael Bright, James Atkinson, William Cole, Charles Westfall, Samuel Wilkins, Abraham Ogden, Daniel Phyle, Charles Horey and John Knife. They were convicted in Philadelphia.

Countersigned by Secretary of State James Monroe. Convicted of larceny in the District of Columbia in April, 1838. Butler had been sentenced to be "publicly whipped 54 stripes" and pay a fine and court costs. Madison pardoned him because he continued to be imprisoned, as he was too poor to pay the fine.

Thomas Jefferson Randolph was Jefferson's favorite grandson and eventual executor of his estate. Jefferson writes to thank the artist Peale for educating his grandson, Thomas Jefferson Randolph in the natural sciences. Randolph attended lectures at the University of Pennsylvania and studied natural history at Peale's museum. James Monroe advises the collector of customs in Philadelphia on the rules to follow regarding released British prisoners of war sailing home. Also requests that the secretary of state's office be informed of every cartel sailing from Steele's district. He outlines how Steele should work with the Marshall of Pennsylvania to prevent unintended releases of prisoners and arrange for payment for the passage of Americans released by the British. Monroe was then Secretary of State.

Timberlake, bursar of the frigate United States commanded by Commodore Decatur, an official document freeing thirty-three-year-old Harkimon (or Harkinson), who was aboard the United States, with the stipulation that Harkimon pay $200. Notarized by James Linn, "one of the Masters of the Court of Chancery of the State of New Jersey." Written on the same paper as a letter to Timberlake introducing the document. Contains a red wax seal.
