Printed by Roger C. Weightman. Printed by the order of the United States Senate. Samuel Otis, Secretary of the Senate, states that Jones' list of officers and midshipmen was printed for the use of the Senate following the motion of Jeremiah Mason, Senator from New Hampshire.

Provides a lengthy discussion of "the declaration of war with G. Britain, and the unprepared Situation we were placed in to make our defence." Comments on the spread of the news of the start of the War of 1812 to British forces and relations with Canada and Indian tribes. Also discusses the postal road and a meeting with Joseph B. Varnum, a Massachusetts congressman from 1795-1811. Mentions in a postscript that he thinks the danger from Indians is greater in Dracut, Massachusetts, then where he is writing from, in Batavia, New York. Written to his father.

Secretary of War Armstrong authorizes Colonel Wadsworth, then commissary general for ordnance, to gather all the arms he can for the defense of Baltimore, Maryland. Notes in a postscript that the arms will be delivered to the brigade quartermaster of the Maryland militia. Signed twice by Armstrong.

Advises him to take action and contact Mr. Stockton to avoid further trouble. Identified as a copy in the docket.

Comments on McHenry's retirement. Describes Baltimore as "almost ruined, as a place suitable for Gentlemen who loved [George] Washington & inbibed his sentiments." Comments on congressional activities, the failure of a bill proposed by congressman (and former Maryland governor) Robert Wright, the House's passage of a bill raising army pay and protecting soldiers with debt. Also mentions early defeats in the War of 1812: "Our Northern & Western Armies seem to be doomed to misfortune and Disgrace." McHenry was a former secretary of war. Tallmadge was then a Connecticut congressman.

Secretary of State Madison informs, Monroe, then the American minister to Great Britain, that David Erskine, the British minister to the United States, communicated "the late British order against the trade between the ports of France and others..." Includes a copy (see GLC03490.03) and a copy of Madison's response to Erskine (see GLC03490.02). That order precipitated the passage of the Embargo Act later that year.
