Defends Jackson against various opponents and assertions, and calls the attacks on him "prodigious errors." Briefly mentions a legal issue in Kentucky. Comments at length on Senator Richard M. Johnson's proposal that more than a simple majority of Supreme Court justices must agree in order to declare a law unconstitutional. He disagrees with Johnson's effort to weaken the court's ability to deliberate on the constitutionality of federal laws (which had been established in Marbury v. Madison). In the course of refuting Johnson, he also argues against expanding the size of the Supreme Court.

Based on news from Kentucky, Clay predicts to Colonel Thompson that John Quincy Adams will beat Andrew Jackson for Presidency. Four years earlier, Clay, as a Kentucky Senator, had helped Adams defeat Jackson when the Presidential election came before Congress. Clay and Jackson would dislike each other from then on. In this election though, Jackson emerged victorious, even in Clay's state of Kentucky.

Writes to Secretary of War Calhoun about the removal of intruders on Cherokee land on the Georgia frontier. Reports on the intense opposition Captain R.K. Call has faced from white settlers. Forwards a letter from Call (not included) in which he seeks authority to impose on "the border citizens," who suggested they will kill the Cherokee after the army leaves, a "speedy & examplory punishment if they should attempt to carry their threats into execution." Jackson wants the letter to be passed on to President Monroe. Docketed by Jackson.

Monroe reports that Amelia Island, near the Georgia boundary, had been seized and was "being made a channel for the illicit introduction of slaves from Africa into the United States, an asylum for fugitive slaves from the neighboring states, and a port of smuggling of every kind." The report reflects the early distaste for the slave trade in the U.S. House Document 46, 15th Congress, 1st session. Accompanied with a bill supplementary to the act, to prohibit the importation of enslaved people into any port or place within the jurisdiction of the United States: passed 2d March 1807. Endpaper states: "The first copy of this report being incorrectly printed, is to be cancelled, and this copy substituted." First edition (thus).

While opposed to slavery, Clay argues that emancipation is a greater evil. His solution combined gradual emancipation with colonization.
